Habitat for Humanity Macedonia and Municipality of Gazi Baba signed Memorandum for Cooperation
Habitat Macedonia is supporting the process of registering apartment buildings on the whole territory of the Republic of Macedonia. The registration of apartment buildings undertaken by Habitat Macedonia includes obligatory data by the Housing Law, and data of basic construction and energetic characteristics of the buildings. The research on the apartment buildings is expected to be valuable source of information for the municipalities, national institutions, civil society and business sectors, and especially for the homeowners of apartments in apartment buildings.
The activity has already been completed in 3 pilot municipalities during 2015, and Habitat for Humanity Macedonia continues with the realization of this project in other municipalities around Macedonia. One of the first with which these project activities continue is Municipality of Gazi Baba.
Thus, the cooperation between Habitat for Humanity Macedonia and the Municipality of Gazi Baba continues with the start of the new project in February 2016, for registration and establishing of Registry of apartment buildings and apartments and Registry of apartment buildings’ managers. The obligation for each municipality derives from the Law on Housing, however, as in most municipalities, the registries are not completed in full. The new project will last 3 months and it will include preparation of Registry of apartment buildings and apartments and Registry of apartment buildings’ managers. Habitat and the Municipality will begin collecting the data for the Registry, as well as data about the basic construction and energetic characteristics of the housing stock in the Municipality. The data gathered in the unified national base will further be used in the municipal urbanistic and communal plans, in order to prioritize the needs of the citizens – apartment owners, as well as to establish cooperation with the business sector in the field of new construction investments.
Habitat for Humanity Macedonia and Municipality of Gazi Baba cooperated in the past as well, within the frames of the pilot project financed by USAID, for improvement of the energy efficiency through façade renovations of collective apartment buildings.
The Registry, as legal obligation, will contain information about the basic construction and energetic characteristics of apartment buildings, such as information about the building condition, the condition of the façade and roof, data about the construction materials used, information about any energy efficient measures carried out, information about the management of the building etc. The goal is to build the capacity of the apartment owners and to improve the living conditions in collective apartment buildings.
